Digital India or Divided India? AI and the Reinforcement of Social Hierarchies: Towards AI-Driven Social Equality in India

Abstract
Abstract India is rapidly moving toward becoming a digitally empowered society through Artificial Intelligence (AI), digital governance, smart technologies, and data-driven development. Initiatives such as Digital India, AI-enabled governance, online education, fintech systems, and automated public services represent the vision of a modern Digital India. However, despite technological progress, Indian society continues to face deep-rooted inequalities based on caste, class, gender, untouchability, rural–urban disparities, and economic exclusion. The benefits of AI are often concentrated among privileged groups, while marginalised communities continue to experience digital exclusion and structural discrimination. This paper examines whether AI can reduce social inequality or unintentionally reinforce existing hierarchies. It argues that technology alone cannot create equality unless guided by ethical, inclusive, and socially responsible policies. The study highlights the need for AI-driven social equality measures such as inclusive access, digital literacy, algorithmic fairness, representation, and equitable governance. It concludes that AI can either deepen social divisions or become a tool for social justice depending on how it is designed and implemented.
