A Study on the Present and Countermeasures of Public Official Crime

Abstract
Compared to crimes committed by ordinary citizens, public official crime have a clear difference in their ripple effect and degree of social harm, violate fairness, promote social inequality, cause distrust in the government, and threaten the foundation of the rule of law society. Our society has recognized the harmful effects of these public official crime and has made a lot of efforts to prevent and control them. In particular, as social interest in eradicating corruption has increased since the 1990s, legal control measures have been prepared through government-led efforts. And mature civic consciousness enabled democratic control from the outside through citizen surveillance and ombudsman. However, despite these efforts, corruption and crime in the public service society are still occurring, and social problems caused by public official crime still persist too. Therefore, in order to minimize the social side effects caused by public official crime, this study assumes that continuous interest in the problem and policy and institutional improvement should be made. After deriving the problems through theoretical discussion and analysis of the present situation, I tried to find alternatives to secure the efficiency of prevention and control of public official crime.
