Research on Small and Medium Hydropower PROT Project Financing Meta-Synthetic Management Based on Hall 3D Model and WSR

Small and medium-sized hydropower PROT project financing involves more stakeholders,and all stakeholders ignore the interests of the whole system.In order to solve this problem,this paper decomposed and reconstructed the system by Hall 3D model and WSR system methodology,and established the PROT project finance meta-synthetic management framework based on WSR and Hall 3D model.In the model,management organization,management,management objective and management information are integrated into the operation process of small and medium-sized hydropower project,and it can overcome the lack of the whole interests effectively,which promotes the achievement of project overall objectives.
