Designing Big Data Management Policy for Statistics Indonesia

Abstract
Technological developments and urbanization are becoming a reality we must face today. Both of these phenomena bring challenges that must be faced related to data. The International Data Corporation (IDC) estimates that the volume of data worldwide will increase fifty times from 2010 to 2020. It is estimated that the volume of global storage will double every 12–18 months. Most of the data is unstructured. This situation is known as the big data phenomenon. The challenges related to big data are opportunities for statistical organizations to produce more accurate and fast official statistics. In implementing big data as one of the new data sources, Statistics Indonesia (BPS) needs to pay attention to big data management aspects because there are risks that can lead to lawsuits, decreased reputation, and loss of public trust. Traditional governance is insufficient to address the new issues big data brings. A literature study on data management and governance at BPS shows no specific research on big data management. This research seeks to answer these problems by providing solutions by designing policy artifacts. Policy is important in implementing information and communication technology and is the foundation for building all information technology services. The definition of policy used in this study is a document established by the organization's leadership board that explains what must be done and what cannot be done, must be obeyed, is binding, and contains elements of sanctions for policy violations. The methodology used in this study is the Design Science Research Methodology (DSRM). The conclusions from this study indicate that a new artifact has been produced in the form of a big data management policy that meets the criteria of completeness, ease of implementation, ease of understanding, and provides environmental benefits for BPS.
