ANALYSIS OF THE EFFECTIVENESS OF GOAL-SETTING PROCESSES FORMALIZATION IN APPLIED SCIENTIFIC RESEARCH AND DEVELOPMENT

Authors prove the necessity of strengthening the formalization
 of goal-setting in applied science for ensuring consistency
 of the goals of applied research with the strategic goals of the state.
 The simplified model is constructed to estimate the acceptable
 portion of work time that can be devoted to the formalized procedures
 of selection of priority targets for research.
