Abstract

Advances in wireless and computing technology has given great strength to migrate from health care system that paper-based into Electronic Health Record (EHR). This change provides many benefits and concerns that must be handled carefully. Sharing health information becomes daily routine in which the primary caregiver (example: family physician) often refer patients to specialists outside the organization's primary caregiver. In this research, delegate rights can be used by delegate physician to access patient's medical record. We use Analytical Hierarchy Process (AHP) algorithm to construct determination system delegate. Some criteria that used in this system are distance, facilities, number of specialist, cost and doctor profile. The final result of this system is delegate recommendations for accessing medical records which adjusts the real conditions and type of patient's health insurance. The experimental results show the accurate results between system calculation and manual calculation with consistency value ≤0.1, and average value for priority distances is 0.18, facility is 0.11, number of specialist is 0.15, cost is 12.07, and profile of doctor is 0.11.
