Electronic Publishing using of free software

The scientific communication holds a context for discussing about the scientific journals. The movements of the open access to the scientific information have brought out several discussions -among researchers, publishers, librarians, authors, and readers- about the advantages and disadvantages of this new means of scientific communication, which arises from the Internet, the electronic journal. The presented context indicates that there is still much to be studied and developed the field open access electronic publications. It is with this purpose that the Brazilian Institute of Information in Science and Technology - IBICT has been discussing and defining actions to be established in the country, a national policy of open access to the scientific information, by using the Electronic System for Journal Publishing - SEER, as a tool, which is a free software to build electronic journals, so that in the article we aim to reflect about the fact that all the segments in the scientific community should be involved, sensitive, aware and encouraged to promote open access to scientific information.
